Local contractors welcome presidential directive to RDA over 20% sub contracting policy

The Consortium of Local Contractors and Allied Suppliers (CoLCAS) has welcomed the directive by President Edgar Lungu to the Road Development Agency (RDA) to give a comprehensive report on the 20 percent sub-contracting on the road projects currently being taking place around the country.
CoLCAS Secretary General Bruce Kabandama said it is saddening to note that issues of concern by the sub-contractors are only raised when the head of state receives a report through his special assistant for projects and monitoring.
Mr. Kabandama said this gives the general public a picture of the existing business environment the local contractors have been exposed to which he said is a den of lions where one can only survive by the mercy of the main contractor whose focus is to maximize profits.
He said the directive should not only be restricted to the road projects that are supervised by RDA but others who have the mandate to monitor these projects as well.
Mr. Kabandama further requested that the head of state ensures a strong all inclusive committee is constituted to ensure that the guidelines which will stand a taste of time are formulated.
