NRFA should not collect toll fees – Kang’ombe

The collection of toll fees needed to be left to local authorities as per Constitution to allow for effective operation of Councils, Local Government Association of Zambia President Christopher Kang’ombe has charged.

According to article 147(2) (C) of the 2016 amended Constitution, local authorities have exclusive functions to collect toll fees, motor vehicle licensing, electricity among others.

And Mr Kang’ombe who is also Kitwe Mayor says the Association has been engaging government to at least share with towns hosting toll plazas even just 10% of the total money collected at toll gates.

He has argued that the institutions like National Roads Fund Agency (NRFA) and Road Transport and Safety Agency (RTSA) are not supposed to be collection toll fees and issuing motor vehicle licences respectively while Zesco should not be selling electricity but just produce.

Mr Kang’ombe has complained that in the recent past there have been blame games that local authorities are not innovative yet some of its revenue streams have been taken over by central government.

He wondered how innovative some officers in other government ministries are but still manages to get their salaries on time while those hard working in the council continue to struggle.
